0. Relative to perambulation of municipality boundaries

2. If the required officials are unable to perform their required perambulation,
   any State Representative representing that municipality may perform the
   perambulation instead.
3. No person performing the required perambulation shall be found guilty of
   trespassing for crossing any private property lines that are required to
   cross in order to complete the perambulation.
