Like, I get this is supposed to be the "hard" version of the final boss, but there's other ways they could've made it hard. Instead of lowering the turn limit THAT much, they could've added more enemy reinforcements or something instead.
-
Lowering the turn limit from 20 to 15 would've been a good compromise. Or heck, even start the 10 turn limit AFTER the first 2-turn limit where you have to move Riley instead. 10 + 2 = 12 and even 12 would've been more fair

Adding more reinforcements would be good for more than just a tradeoff for the turn limit: The last 4 turns where you're destroying a radiator per turn are pretty boring because you're not doing much else besides it.
-
Increasing the reinforcements that arrive after destroying each radiator from 3 to, say, 5, would at least give you a bit more to do besides just wait around for the radiators to open up again (after you destroy one)

Also, going back to the turn limit, if you have it start after Riley evacuates, you could still have it end up being only 11 turns if you evacuate her on the first turn; it'd only be 12 if you wait till the 2nd turn to evacuate her
