Time for today’s MCG cmte hearing thread… I thought today’s wouldn’t be starting until this afternoon, but I guess that’s just our executive session? #NHPolitics
-
We’ve got our first CACR (Constitutional Amendment) today! It’s CACR 9.
-
Terry Roy is introducing it (CACR9); it’s a restriction on municipalities raising property taxes on the disabled and elderly.
-
his handle is @T_RoyNHStateRep for reference
-
This one might actually be kind of controversial; lots of us have questions
-
ok so I was wrong originally, it’s actually a restriction on municipalities raising property taxes on EVERYONE; the disabled and elderly just get a lower cap than everyone else.
-
While I appreciate the thoughtfulness Rep. Roy has put into this amendment, I still worry that it might tie the hands of municipalities too much. I’m leaning towards opposing it.
-
Our chair is reminding us to phrase our questions in the form of questions… which, I mean, is fair; it shouldn’t be too hard to do so, and I’ve done my best to do so.
-
Onto HB64 now. This is a minor tax fix for renewable generation facilities.
-
Rep. Judy Aron is introducing this one to us. I can’t seem to find her Twitter handle, although it appears she is on Gab/Parler…
-
.@nhrepPorter supports this bill (HB64), too, so it’s a bipartisan one
-
I missed (former) representative Grenier’s first name; anyways he’s testifying in favor of HB64 now…
-
right it’s Jim; Jim Grenier
-
onto HB67 now; blue sheet stats: 4 support, 9 oppose, 1 neutral. @wmarshcc8 is introducing it. This is about original warrant articles in town meetings. As I live in a city and not a town, and thus don’t have to worry about town meetings, this bill isn’t really relevant to me.
-
Cordell Johnston of the NHMA is testifying against HB67; he makes a good point about the amendment process.
-
Onto HB132. Blue sheet stats: 18 support, 4 oppose, 3 neutral. It is about acreage requirements for single-family housing. Rep. Josh Yokela is introducing it.
-
His handle is @joshyokela for reference. I agree with him here in his opposition to minimum lot sizes. We need more housing and requiring minimum lot sizes means there’s less space to build it. #NHPolitics
-
.@RepMcWilliams is a sponsor on this bill, too, so it’s bipartisan… I hope she gets to testify today in favor it (HB132); Rep. Yokela seems a bit tongue-tied (something I can sympathize with), and I think she could make the case for this bill a bit more eloquently…
-
Now @ivyvann is testifying in favor of HB132; I appreciate her knowledge on this topic!
-
Aw man, it sounds like @RepMcWilliams was supposed to testify, but wasn’t able to manage to make it now… Cordell Johnston of NHMA gets her slot instead; they oppose HB132.
-
Commissioner Phil Trowbridge of @NHDES is testifying on HB132 now; they take no position on it, but apparently have consulted with Rep. Yokela on the wording.
-
.@salimfurth of @mercatus at @GeorgeMasonU is now testifying in favor of HB132; I thank him for his support of smaller lot sizes. #NHPolitics
-
Now we are moving onto HB154; Rep. Chuck Grassie (@cwgrassie) is introducing it.
-
Now HB154’s other sponsor @caseymconley is giving his take on it; he’s generally good on housing bills, so I’m going to trust him on this one. #NHPolitics
-
.@bfrostNHHFA from @NHhfa is back again (he was here last week); this time to testify in favor of HB154.
-
.@Doug_Marino (also here last week) of @603Forward also supports HB154 (and HB189, which we haven’t heard yet). Lots of good pro-housing voices in support of this bill; I’m going to support it. #NHPolitics
-
.@mrsstaub of the Manchester Housing Alliance is now testifying in support of HB154.
-
Onto HB189 (on accessory dwelling units); @ivyvann is withdrawing it due to being redundant with HB341. #NHPolitics
-
Finally, a break!
-
ok we’re back for executive session
-
Voting on HB79 now (we heard testimony on it yesterday)
-
We have OTP-ed HB79 17-1; the one objector didn’t bother saying why they were objecting so I’m wondering what the reasoning was there
-
HB88 OTP-s unanimously: 18-0
-
Now we’re moving onto HB183, the stupid unnecessary lemonade stand bill
-
Motion to OTP HB183 fails 8-10 which is weird, because the vote seemed pretty much along party lines, with Dems opposing and GOP supporting, and I thought they outnumbered us…
-
Motion to ITL HB183 succeeds 11-7… I missed who changed their vote…
-
Motion to OTP HB332 ties 9-9; now for some confusion on what to do with it next…
-
Sounds like we’ll be sending along HB332 with no recommendation… moving onto HB380, on the election of Grafton county commissioners
-
HB380 OTP-s unanimously
-
Now we’re discussing HB404, the perambulation bill. I’m going to vote against it; we need to keep perambulating.
-
Motion to ITL HB404 passes 17-1; could have been 16-2 but one of the “No” votes switched to let it go on the consent calendar
-
Motion to retain HB445 (on competitive bidding in Carroll County) passes unanimously (18-0); we’ll come back to it later
-
Now we’re onto HB459, the “Prevent town governments from spending money on good things” bill
-
Motion to OTP HB459 fails 7-11
-
…and the motion to ITL it passes by the same margin (11-7)
-
Finally we’re getting to HB586, the housing bill that generated all the interest.
-
People (including me!) are getting pretty heated about this one! Let’s pass it! #YIMBY #HousingForAll
-
Motion to retain HB586 fails 6-12. Now for the motion to OTP it…
-
Motion to OTP 586 passes 15-3! I’m not sure who changed their votes, but, yay! Housing!
-
ok we’re done
