Closest thing to an argument I've heard from Republicans against HB1046 is that they think HB1397 replaces it, but... it doesn't? That's just about term length for Rockingham County officers, which is a completely separate issue from how Sullivan County elects its officers.

HB1112 is @JulieDGilman1's bill for competitive bidding in all NH counties, which she thought to file after we killed a similar bill to do so for just Carroll County last year, on the grounds that it ought to be for all counties instead.
