MCG hearing thread for Jan 31, 2022 starts here... #NHPolitics
-
Peter Somssich is introducing HB1374 to us, relative to the membership of local land use boards... seems familiar from previously this term...
-
yeah HB392: @cooljeanius/1368947585596133376
-
ok reason it's allowed to come back this year is because it died in the House without getting a vote
-
David Meuse on HB392 last year: @JdmMeuse/1368958290974105602
-
Natch Greyes this year is taking the role Cordell Johnston played last year: @cooljeanius/1368949098427146248
-
next bill, HB1375, is going to be amending this: gencourt.state.nh.us/rsa/html/i/21/21-50.htm
-
Diane Pauer is introducing HB1375 to us since @T_RoyNHStateRep isn't here; it's about the definition of "veteran" (specifically about discharge under honorable/dishonorable conditions)
-
William... uh... (unsure about spelling of last name) has testimony for us in favor of HB1375
-
Gaudreau is his last name... he's William Gaudreau
-
I guess he's this guy: @NHNationalGuard/1177580512862527488
-
apparently there's a difference between "general discharge under honorable conditions" and "honorable discharge" (law is so confusing)
-
Kevin Grady (a Hooksett veteran) is here representing a state veteran thing to testify in favor of of HB1375
-
I think he's this guy: @SalemHighSchool/926088390373773312
-
Jim... Michaud(?) (Hudson assessor) is testifying as neutral on this bill
-
Rep. Deshaies is here to introduce HB1056 to us, relative to a tax credit for veterans
-
basically it's just a bill to adjust some numbers for inflation, and to remove a 90-day service requirement for qualification for the credit
-
Jim Michaud is back to be neutral on this bill, as well... just giving some numbers...
-
I think I'd support a version of this bill that just does the inflation tweaks for the "may" portion and drops both the changes to the "shall" portion and the removal of the 90 days requirement
-
Maura Ryan, a veteran, has testimony in favor of HB1056
-
next is HB1057, about the tax exemption for the elderly. It's similar to HB1056, except it's for the elderly instead of veterans. Rep. Deshaies is introducing this one, as well.
-
I'm leaning to oppose this one; we have enough old people in the state already and don't need to be encouraging more to move here
-
reminder to feel free to notify me of any hearings I ought to attend later in the day while I'm livetweeting one of my own (small break now)
-
Next is HB1342, about municipal tax caps. It's basically to clean up after the mess left behind by last year's bill on municipal tax caps. Rep. @SuzanneVailNH is introducing it to us.
-
excuse me, it's not just tax caps, but spending caps, too. Last year the bill that made the mess of it was SB52: @cooljeanius/1394279909753769985
-
funny how the blue sheet numbers are basically the reverse of the ones from SB52; majorities opposed both despite the two going in opposite directions: @cooljeanius/1394287822123700230
-
SB52 was a party-line vote: @cooljeanius/1394341264049442822
-
Julie Smith (with a "The Constitution Matters" shirt) is giving inflammatory testimony against HB1342 theonion.com/area-man-passionate-defender-of-what-he-imagines-consti-1819571149
-
Reference to Fred Teeboom from the SB52 hearing: @cooljeanius/1394283974353108995
-
Julie Smith is a "Big Lie" pusher and believes the voting machines are rigged against her preferences
-
small break again before next bill
-
Next is HB1350, relative to the procedure for valuation of property for property tax purposes
-
The bill's prime sponsor, @Ross_Berry, isn't here, so Rep. Pauer introduced it instead (I've missed the hearing for a bill that I was supposed to introduce, too, so I'm not holding this against him... scheduling can be difficult, and hearing notices can get lost in email)
-
Kathryn Heck of the NHMA has testimony for us opposed to HB1350
-
Jim Michaud is back to answer a question intended for Ms. Heck
-
lunch break time
-
The @Gunstockmtn bill will be after lunch... been getting a lot of emails about that one, so it ought to be interesting!
-
Ok back from lunch; Norm Silber is here to introduce the extremely unpopular HB1078 to us (i.e. the @Gunstockmtn bill). We got a petition with 1200 signatures on it opposing it in the email this morning. It wants to have Belknap County take over the Gunstock Area Commission.
-
relevant: @UnionLeader/1487975193687597063
-
credit rating agencies like @MoodysInvSvc have too much power IMO
-
Rusty McClear of Meredith is now testifying... uh... he's taking a bit to get to whether he supports or opposes the bill...
-
ok it sounds like he's opposing the bill; he's speaking in support of how well Gunstock has been doing lately
-
name is actually Edward "Rusty" McLear; I put an extra "C" in there previously...
-
Alan J. Posnack of Alton Bay is here as a skier to testify against HB1078
-
Gary Kiedaisch (pronounced "kay-dish") had some pretty lengthy testimony for us in opposition to HB1078
-
I'm having a hard time continuing to take notes on this...
-
(just tired is all)
-
Last testimony: Tom Day of Gilford; now: a Katherine White, also of Gilford
-
Brian Gallagher ("h" in the last name, so no relation) opposes HB1078
-
interesting to see how the pro-business wing of the GOP splits from the more radical Free Staters on this bill
-
Rep. Raymond Howard Jr. (Belknap 8) is one of the cosponsors of this bill, and is now testifying in support of it (first support after a long string of opposition)
-
oh hey I thought I recognized his name: @deanbarker/1343571637933899783
-
No Twitter handle, apparently: @charles_gaba/1343587727791550464
-
Rep. Tim Lang is testifying against HB1078; he's also from Belknap County
-
his handle is @tlangsr for reference
-
Chair Dolan explaining to the rather-large audience gathered here the difference between hearings and executive sessions; there will likely be interest in the vote...
-
small break before exec-ing a different bill
-
OK we're back for executive session on HB1665, the municipal roads & bridges disaster relief fund bill from last week. There's an amendment to it that we're voting on first.
-
Amendment OTPs unanimously, 15-0 (there are some absences today)
-
full bill as amended passes by the same margin; might not be able to go onto the consent calendar due to having a fiscal note, though...
-
ok adjourning now; we will be back for more hearings Thursday and Friday (I'm double-booked Friday, though, so I'll probably go to my county delegation subcommittee instead, since it appears we won't be exec-ing anything in MCG on Friday)
