MCG hearing thread for today starts here #NHPolitics
-
we'll be starting with @ivyvann's fourplex bill (HB1177, which I'm a cosponsor on) today!
-
or, to be more specific, her "a fourplex is a house" bill, as she likes to call it
-
it's a good bill
-
last year's version of the bill: @cooljeanius/1368963254601592835
-
ok I gave my testimony on it; now a developer from West Lebanon is giving testimony in favor of the bill (since I testified on the bill I can't ask questions on it, so I don't think I'll be able to get his name...)
-
.@RepMcWilliams has her own testimony in favor of this fourplex bill
-
Ivy's daughter Lily (from Portsmouth) has testimony in favor of the bill; Chair Dolan read her last name as "Berger" but apparently it's actually "Fire"?
-
.@W_Stewart of @StayWorkPlay has testimony in favor of fourplexes
-
.@NatchGreyes of the NHMA has testimony against HB1177 on the grounds that it's a statewide zoning mandate, which they oppose in general
-
.@salimfurth of @mercatus at @GeorgeMasonU has testimony in favor of HB1177; I thought he was only able to attend hearings last year due to there being a Zoom option... apparently he can actually travel!
-
Next up is HB1194, relative to the procedure for overriding a local tax cap. Rep. Pauer is introducing it to us.
-
Apparently this is the town-level equivalent of last year's SB52, which was for cities: @cooljeanius/1394279909753769985
-
there are just 4 towns and 3 school districts with tax caps in NH, apparently
-
Katherine Heck of the NHMA has testimony for us against HB1194 due to the difficulties it would create for towns
-
4 out of 234 = 1.7% of NH towns have tax caps
-
Since we're behind schedule the chair gets to do things out of order, so we're onto HB1223 now, which Jeannie Notter introduced on behalf of constituent Scott Adler, about meeting attendance requirements for some local positions.
-
requiring in-person attendance seems like an attack on remote attendance options
-
easiest way to get a statement framed as a question seems to be to stick "Would you believe that..." at the front of it, it seems
-
.@NatchGreyes of the NHMA has testimony in opposition to HB1223; it'd conflict with existing statute
-
Jeannie Notter has another bill filed on behalf of constituent Scott Adler: HB1259, changing how vacancies on school boards are filled when there's a resignation near the election
-
it'd basically bring the US's original method for choosing a Vice President (second-highest vote-getter) to NH school board elections when there's a resignation near an election
-
Seems like it'd be a problem in uncontested elections
-
.@NatchGreyes of the NHMA has testimony for us against HB1259; pointing out some technical issues with it
-
Next Barb Griffin has HB1307 for us, which would modify how the housing appeals board works.
-
1 of 4 bills relating to the board apparently; the other 3 came out of Judiciary as ITL
-
So, on attempting to find a Twitter account belonging to Barb Griffin, I've come across one that might be it, but I'm hesitant to tag it in case I'm wrong... (try searching yourself)
-
Sen. @bobgiuda has testimony for us about the Housing Appeals Board
-
ok it sounds like he opposes the bill; took him awhile to make that clear
-
Sen. Giuda framed his arguments kind of in a pro-housing light, but... well, let's hear the rest of this testimony. @nhrepPorter has testimony for us about the Housing Appeals Board, too.
-
Rep. Porter opposes HB1307, too. I trust her on housing issues, so this is convincing testimony for me.
-
.@bfrostNHHFA has testimony for us against HB1307; he's another voice on housing that I trust, so that's further convincement towards ITL-ing this.
-
Apparently the Housing Appeals Board is a relatively recent invention: @HousingActionNH/1349763304919592965
-
.@W_Stewart of @StayWorkPlay also opposes HB1307.
-
.@NatchGreyes of the NHMA supports HB1307; they don't like the board and want to limit it
-
.@ElissaMargolin of @HousingActionNH has testimony for us against HB1307
-
One more testifier against HB1307
-
Final testifier is from the @BIAofNH
-
ok found him: his name is David Juvet: @BIAofNH/1428439311268057094
-
anyways we're adjourning now; the other bill we had scheduled for today is moved to another day; time to head home...
