My committee (MCG) is in Executive Session again today. There's also a CRIM&SFTY hearing scheduled for one of my bills at the same time, so they conflict. Voting on stuff is more important, so unfortunately I'll just have to leave the other bill to die...
-
First order of business in my hearing is to reconsider HB1070, which apparently Rep. Tripp voted on mistakenly last time
-
Yeah I was wondering about this; apparently it was Rep. Tripp: @cooljeanius/1496187562284695555
-
oh right and I forgot to include the #NHPolitics hashtag at the top of this thread again; doing that once here and then forgetting about it again
-
all of this morning's motions relating to HB1070 (reconsider, the original ITL from yesterday being reconsidered today, and today's OTP) end up going along party lines, 10-9. So, it looks like it ends up passing after all...
-
Next is HB1081, which we were supposed to exec yesterday, but got moved to today. It's relative to the dissolution of a village district; sponsor wants to change threshold from a 2/3 vote to a simple majority.
-
Motion to ITL HB1081 fails along party lines, 10-9. I guess the motion to OTP will go along the same lines. Republicans are anti-village-district.
-
Chair Dolan had to look up the word "amorphous" after Rep. Treleaven used it in her words opposing the OTP motion on HB1081.
-
Next is HB1122, which authorizes municipalities to collect and resell construction and demolition debris. Bill seems like a good idea, but it might need further work... let's see if we can put it to interim study?
-
issue that could be addressed by interim study: @cooljeanius/1491447729997815810
-
This is an interesting discussion (on HB1122) since it's an actual discussion
-
We're recessing further discussion of HB1122 until after lunch, apparently
-
HB1136, about planning board studies, is ITL-ed unanimously, 19-0. Next: HB1155, about dual board membership.
-
HB1155 is put to interim study by a wide margin; I think it was 18-1?
-
Now: HB1161, re: ethics obligations for local/county officials. GOP are making the ITL motion for us, so it looks like this'll be unanimous. The intent to promote ethics is good, but the implementation is just a mess; sponsor didn't even know which type of misdemeanor it'd create
-
HB1161 is ITL-ed unanimously, 19-0. Question about whether it can go on the consent calendar or not due to it having a Fiscal Note, but it's a Local one?
-
Next: HB1172, my compost & recycling for public housing bill. Some confusion about making sure my amendment to it is distributed to everyone.
-
hey I'm actually getting some votes for this amendment!
-
Amendment to HB1172 is adopted by a vote of 17-2; motion is now to put the bill to interim study
-
Motion to put HB1172 to interim study passes 11-8, with Rep. Lascelles and Chair Dolan joining the Dems in voting for the motion (it's weird because Chair Dolan was one of the 2 voting against the amendment though? Oh well, I won't complain)
-
looks like I have to write the committee report for HB1172; onto HB1177
-
HB1177 is @ivyvann's bill about permissible residential units in a residential zone. I'm a cosponsor on it! Rep. Vann has an amendment to it to remove the language about ADUs due to concerns from the NHMA.
-
This amendment supersedes a previous amendment apparently?
-
Didn't quite catch the vote totals on the amendment; I think it failed along party lines, though, 10-9. Anyways, onto the motion of OTP for the underlying bill (HB1177)...
-
Motion to OTP HB1179 passes 10-8, with Rep. Lascelles joining the Dems (Rep. Klee seems to have left, creating an absence)
-
wait that was HB1177; *this* one is HB1179... it's ITL-ed 17-1 (I was the 1 but didn't feel like objecting to it going on the consent calendar)
-
(Rep. Klee is back now btw, but now Rep. Guthrie has stepped out, so there's still an absence)
-
current motion: ITL on HB1183, one of those tax bills
-
HB1183 is ITL-ed unanimously, 18-0.
-
Next is HB1184, authorizing the use of resolving funds. Seems like a reasonable idea to me; it's enabling legislation, so I don't really get why the GOP are opposing other members of their own party on this?
-
I guess there are some clerical errors that were supposed to be amended, but, since we didn't get any amendments to HB1184... meh.
-
Let's review my notes from the bill's hearing: @cooljeanius/1489276073426792448
-
yeah, I dunno... whatever... @cooljeanius/1489279263228497923
-
sounds like we might be recessing the bill (HB1184) to give some time to amend it...
-
ok lunch break time
-
back from lunch; hopefully we can get thru these last few bills reasonably quickly...
-
going back to HB1122 from before lunch to finish that one; we discussed it but didn't end up voting on it...
-
looks like we'll be OTP-ing it instead of going to interim study with it
-
HB1122 OTPs unanimously, 18-0 (Rep. Treleaven has stepped out, so she's our current absence)
-
next is HB1194, about overriding local tax caps.
-
HB1194 makes it harder to override local tax caps, so, it seems bad.
-
HB1194 OTPs along party lines, 10-9. Republicans want to make life harder for local governments.
-
Next is HB1219, my #YIGBY bill. I want to put this one to interim study, too, but it doesn't look like I'll get the chance to...
-
HB1219 is ITL-ed along party lines, 10-9, so we won't get a chance to put it to interim study. Republicans may claim they support religious freedom, but it turns out they don't actually do so when the religious freedom in question is the freedom to build housing.
-
Next bill: HB1223, about attendance requirements for elected members of budget committees or school boards.
-
HB1223 seems like it's just some local dispute being escalated to the state level. There are potential conflicts in it with other law. Seems problematic.
-
HB1223 is ITL-ed 12-7, with 3 Republicans joining the Democrats in supporting the motion to ITL. I think it was Rep. Tripp, Rep. Pauer, and... who was the 3rd GOP member joining us? Didn't quite catch it...
-
Rep. Guthrie?
-
oh no this is turning into a railroad punfest
-
NHMA people are here to help us figure out how to handle HB1184, our last remaining bill for today
-
sounds like HB1184 is redundant, since revolving funds can already be done? Guess we can ITL it after all...
-
I'm probably going to be late for my 2PM appointment...
-
HB1184 is ITL-ed by a vote of 17-2; Reps Lascelles and Rung were the 2. It doesn't go on the consent calendar because people object; intent is to bring a floor amendment when it goes before the full House... Time to adjourn...
