House Municipal & County Government is in Executive Session today; big bills we'll be voting on include SB400 (housing toolbox) and SB249 (short-term rentals). Livetweet thread starts here. #NHPolitics
-
So, I was expecting *one* amendment to SB400, but I wasn't expecting this other from Rep. Abramson that he pulled out of nowhere without consulting us (he wasn't at the hearing previously)...
-
Subs today: Marty Jack for Susan Treleaven, and Rep. Torosian for that guy who's always missing
-
Also @mariapz1974 is going to be subbing for Jim Maggiore, but she's not here yet...
-
first bill for today: SB239. From the hearing on it: @cooljeanius/1512069339599409170
-
SB239 OTPs unanimously, 18-0, but it looks like it can't go on the consent calendar due to having a Fiscal Note... brief recess while Chair Dolan finds out for sure...
-
Rep. Perez is here now; confirmed about it not being able to go on the consent calendar due to the "FN"
-
Rep. Guthrie introduces my amendment to SB245 to us, which just changes "trash" to "waste" so it covers compost & recycling, too
-
that was this amendment btw: @cooljeanius/1512077376145920000
-
amendment is adopted unanimously, 19-0; motion now is to ITL it
-
hearing on the whole bill: @cooljeanius/1512076945760030733
-
GOP doesn't think this is something the state should be getting involved in (even though it's only a study committee)
-
Well ok so by "GOP" I just meant Rep. Tripp (and Melvin); Rep. Guthrie supports it, though (he's a cosponsor)
-
Motion to ITL SB245 fails 9-10 (with Rep. Guthrie joining the Dems); time to vote on the OTP/A motion instead
-
study committees aren't exactly a "nuclear weapon to destroy an anthill"; they're extremely minor. A "nuclear weapon to destroy an anthill" would be if we went and socialized the waste collection industry entirely to address this issue
-
now Rep. Tripp thinks we're trying to sneak electrification of trash trucks in via this study committee, despite that being literally nowhere in the bill
-
Thank you @LathaMangipudi for setting the record straight about what this bill actually does!
-
Motion to pass SB245 succeeds by the same margin the ITL motion failed by (10-9, with Rep. Guthrie joining the Dems)
-
now up: SB246, about qualified private communities: @cooljeanius/1512087487425888269
-
I think my preferred motion on this would be Interim Study? Current actual motion is ITL, though...
-
I think there's some confusion as to whether the study committee is in the bill itself or not (it's the latter; studying would just come from the Interim Study motion we'd make after the ITL fails): @cooljeanius/1512088621993496581
-
Motion to ITL SB246 passes along party lines, 10-9; onto SB249, the one every AirBnB host in the state has been emailing us about
-
Rep. Umberger's amendment to SB249 is adopted 18-1 (Rep. Rung was the 1; I would have joined her, but I go before her in the roll call and didn't want to be the "1" myself, so...); it was this one: @cooljeanius/1512122224802779143
-
current motion on SB249 is to put SB249 to interim study, which seems fine to me
-
(we didn't get an amendment to add fixes for Conditional Use Permits (CUPs) or residency requirements, so maybe an interim study could add those)
-
Motion to put SB249 to interim study passes 17-2 (Reps Rung and Klee were the 2); it goes on the consent calendar
-
next: SB251, which went by too quickly during its hearing for me to say much about
-
oh wait dang I should have paid closer attention to that one; on further consideration I might've actually found reasons to oppose it (it's too biased in favor of businesses), but it's too late now; SB251 has already OTP-ed unanimously...
-
next: SB273, which also OTPs unanimously, 19-0 @cooljeanius/1512161565696573440
-
Now: SB312, a pretty minor housekeeping bill: @cooljeanius/1512162898533044242
-
SB312 also OTPs unanimously (19-0) and goes on the consent calendar; onto SB317...
-
hearing on SB317: @cooljeanius/1512167455438917645
-
HB317 also passes unanimously, 19-0, and goes on the consent calendar
-
huh, looks like we're cutting off earlier than expected; remaining bills we were supposed to exec today (SB329, SB334, and SB400) are put off until the 27th...
-
Stopping by "the other side of the wall" for a Senate ELMA hearing; intend to testify in favor of HB1406 and against HB1307
-
Ok so wait where was DES with this testimony when we had this bill (HB1406) House-side? We could've fixed these issues on our end before it got to the Senate, if they'd just raised them with us...
-
ok I gave my testimony to this Senate committee against HB1307; will stick around until the end of this bill...
-
ok I'm done with the State House for the day now
