Big day at the State House; will we pass a budget or not?! Find out as I livetweet today's session starting here at 9AM! Usual disclaimers: tweets my own, I can only type so fast, #NHPolitics hashtag only gets used once per thread, etc. etc.
-
You can tell it's a big day since @AdamSextonWMUR is in Reps Hall! (He doesn't always enter personally since he has to cover the rest of the State House, too)
-
Nicole Leapley leading prayer today, in honor of Passover (also @SenJeb is in the chamber with Speaker Packard)
-
Pledge: Rep. Lascelles Anthem: Jerry & Peter Stringham
-
Excused absence list is very short!
-
.@SandhuTaranjitS about to speak next
-
yeah here's last term's bundle of budget amendments, for comparison: @cooljeanius/1408053639059587079
-
Notes from Amb.'s speech: - pop. 1.4 billion now - Lok Sabha & NH House are comparable - Deep historical connections btwn India & NH - Indian students go to Dartmouth, SNHU - India makes LEDs used in our traffic lights - Alan Shepard inspires @isro - Tech connections
-
- Bretton Woods started IMF, which will be headed by an Indian-American - @rashtrapatibhvn shoutout - We could learn a thing or 2 about rural broadband from them - Wondering where the young people are? They're in India! Big contrast to graying New Hampshire - and that's it!
-
Clerk is reading @JoshAdjacent's resignation letter now; sounds like he got injured pretty badly...
-
Time to debate budget amendments; starting with amendments to HB2 with amendment 1247h, which J.R. Hoell is speaking to
-
er, to be clear, he was speaking AGAINST it... anyways, this is the committee amendment, which I guess is why I don't see it among my packet of floor amendments (Ken Weyler now speaking on amdmt 1247h, I assume in favor)
-
Amdmt 1247h is adopted 351-38; next is amdmt 1336h (the bipartisan Wilhelm/Osborne amendment)
-
Rep. Wilhelm's tone of voice isn't exactly very convincing when he compliments Osborne, lol. (I get it, both why he needs to say it, and why it's difficult to do so, I just think it's funny, is all)
-
Now speaking: Rep. Ladd on 1336h, specifically the education funding formula (can't quite tell if he's for or against?)
-
Reminder to self to get a matterbridge connection set up between some servers later when I'm free
-
The Wilhelm-Osborne amendment is adopted 326-63; next is 1290h
-
Now speaking: Jerry Stringham in favor of 1290h, which would slow the Interest & Dividends phaseout (IMO we should both just straight-up keep the I&D tax, and actually increase it, but I realize that that's out of reach for us currently...)
-
Oh good grief Rep. Janigian's defenses of rich people are ridiculous
-
Old and retired people should pay more in taxes because they have more money, it's that simple
-
This is generational warfare being waged by GOP oldsters against Dem youngsters; my generation is the first generation to be worse off than our parents' generation due to older generations hoarding money with schemes like this
-
typing and deleting so many followup replies here
-
amendment fails 190-199, GOP continues to favor rich people over everyone else
-
Now speaking: Mary Sullivan Heath in favor of 1335h, for building aid. Concord needs this to rebuild Rundlett!
-
Dems who voted with GOP to make the rich richer by killing the I&D tax amendment: - Matt Coker - Zoe Manos - Tom Buco - Peter Leishman - Janet Wall
-
1335h fails 189-194; so much for that additional building aid...
-
Now up: Mary Sullivan Heath speaking in favor of 1292h, restoring CCSNH retirement
-
Now speaking: Dan McGuire against 1292h
-
Amendment 1292h is adopted 199-187; first of Dem floor amendments to be adopted! We're 1 for 3 with floor amendments so far (not counting the committee amendment, which wasn't a floor one, or the Wilhelm-Osborne amendment, which was bipartisan)
-
Current amendment: 1313h, Mary Heath spoke for, JR Hoell against. This one is about the Education Trust Fund.
-
1313h fails 191-197; Dem floor amendment record is now 1 for 4
-
Current amendment: 1339h, which Chris Muns is introducing and speaking to. It's about whether to fund UNH's Whittemore Center more, or to put that money towards student aid. (Budget would do the former, this amendment would do the latter)
-
Now speaking: @HeathHowardNH in favor of amendment 1339h, says Whittemore Center has already received private funding for upgrades
-
1339h fails 128-259; I voted for it, but Dems were split...
-
Next is amendment 1299h, about border funding. @alirodmur is speaking in favor of it. I think that we do need to spend more for the North Country, but not for fearmongering about immigration, so I support this amendment to remove this program.
-
JR Hoell also supports HB1299, on the grounds that it cuts spending, so there's bipartisan agreement here.
-
Personally my preferred policy for the northern border would be to have the Pittsburg-Chartierville crossing be open 24/7, so that people can come thru legally regardless of when they arrive, but as far as I'm aware, the program this amendment cuts doesn't do that.
-
1299h is adopted 241-143; Dem floor amendment record is now 2 for 5 today
-
1272h adopted on voice vote
-
Next amendment: 1283h, re: positions in DHHS. Rep. Comtois is behind this amendment.
-
1283h is rejected 158-226, this was a GOP amendment, so I'm putting my tracking of Dem floor amendment record at 3 for 6 currently
-
Current amendment: 1295h, Rep. Prout spoke in favor of it. It's about auxiliary state police; it might be a GOP amendment, but progressives support it, too, so this might not necessarily break down along party lines
-
i.e. progressives + libertarians vs. law-and-order types from both parties
-
1295h is adopted 249-136; 4 of 7 floor amendments have now had good outcomes (5 of 8 if you include the Osborne-Wilhelm amendment)
-
Next: 1288h, another Rep. Prout amendment that Dems actually support. It's essentially an attempt to do the border checkpoint notification bill as part of the budget.
-
Rep. Weyler racistly referred to undocumented immigrants as "coyotes" in his PI
-
1288h is adopted 247-139; count is now 5 for 8 (or 6 for 9)
-
Current amendment: 1276h, which JR Hoell is speaking to. It would expand EFA eligibility to raise the percentage of the poverty level under which people have to be to qualify from 300% to 500%. IOW, it's another privatization attempt
-
Rep. Guthrie opposes 1276h, so this is a GOP vs. GOP debate
-
1276h fails 167-222... yeah at this point enough amendment votes have gone the right way for me to support the overall budget, but I'm going to stay vigilant in case a later vote attempts to undo all the progress we've made so far.
-
1 more Whittemore Center amendment (1332h), this one just removes the funding for it entirely instead of shifting it to student aid (like 1339h did), so, unlike 1339h, this one is actually bad.
-
1332h fails 158-231; next is 1284h, about the Consumer Advocate and the PUC. IOW it's about @DMoKreis's position, right?
-
Or rather, people he can hire, not his own position
-
amendment fails; missed the margin. Now is JR Hoell's extremely-thick 1333h, which overrides a bunch of the other amendments
-
yeah this is an extremely bad amendment, if it passes, I am switching to being a "no" on the budget as a whole
-
1333h fails 72-300; this means that I can stay at "yes" on the budget as a whole
-
now speaking: Rep. Verville in favor of 1273h, about therapeutic cannabis. Hearing jokes about "green" and "it's high time that..." etc.
-
1273h fails 160-214; time for the vote on HB2 overall
-
Rep. Hoell opposes the budget overall. I think the budget overall has been improved a lot by (most of) the amendments we've passed, and thus support the budget overall.
-
HB2 adopted on voice vote! I'm surprised no one called for division or a roll call...
-
HB1 adopted on voice vote, too, so now we've passed both halves of the budget! It'll still need to be negotiated with the body on the other side of the wall, though...
-
lunch won't be until 12:30, unfortunately
-
oh yeah we have other bills besides the budget: stuff that went to Finance as a second committee is now coming back to us for a second vote today
-
Current bill: HB74, which we passed once previously in February: @cooljeanius/1628474003852611584
-
Previous vote on HB74: @cooljeanius/1628476495504048128
-
Grateful to have @cwgrassie back to speak to this bill!
-
ITL motion on HB74 is overturned; now for the OTP motion
-
OTP on HB74 passes 205-181; next is HB234, that REC sweeping bill again
-
this one has had a long and convoluted vote history; initial full House vote on it was here: @cooljeanius/1625521356929396737
-
It was tabled originally, but we successfully removed it from the table again like a week later: @cooljeanius/1628842662160654338
-
REC sweeping bill is ITL-ed 193-191; lunch break now
-
k back from lunch; under discussion: amdmt 1319h to HB250
-
this is about accidental death benefits for group II members
-
HB250 passes OTP 328-53
-
HB337 passes OTP 387-0; why exactly was that roll-called again?
-
Now up: HB430, an EFA-related bill. @mhp4nhrep is speaking in favor of the bill and against the ITL motion on it
-
This is another one of those bills that we voted on multiple times; first time was here: @cooljeanius/1625585266365763587
-
removed it from the table about a week later: @cooljeanius/1628836911748988931
-
Now Rep. Weyler is speaking against HB430 and in favor of ITL on it, he seems to think siblings are exchangeable with one another
-
The GOP attacks on public schools continue
-
ITL motion on HB430 passes 194-192; GOP scheme to funnel money from public schools to private schools will continue
-
Now up: HB534, relative to water assistance for natural disasters. @mhp4nhrep is speaking in favor of the bill and against the ITL motion on it. Sounds like a good bill, let's pass it!
-
Now Dan McGuire is speaking against HB534 and in favor of the ITL motion on it; he thinks that the "rainy day fund" should just be used for this purpose instead.
-
ITL on HB534 fails 191-196; bill passes OTP on voice vote instead
-
Next bill: HB626, requiring the department of education to administer the EFA program.
-
previous vote on it: @cooljeanius/1625597845599313920
-
HB626 is ITL-ed 195-194; EFA program will continue to be unaccountable.
-
That's it for Finance; time for Transportation's bill, HB25. Under consideration currently: amendment 1177h to it, which is a floor amendment
-
This amendment would remove some freight rail funding; seems kinda concerning given the recent derailments that have been in the news from around the country
-
Like, yeah, I get that public-private partnerships often end up with you getting the worst of both worlds instead of the best of both worlds (I think we should nationalize the railways, personally), but I'd want to see a viable replacement before we defund this one
-
preference order: 1. nationalize railways 2. continue public-private partnership, but with more strings attached so we know money is actually used for safety 3. continue public-private partnership as-is 4. defund public-private partnership (see: this amendment)
-
onto the bill from Ways & Means, HB639. This is cannabis legalization; Ways & Means is the second committee for it
-
passed previously: @cooljeanius/1628427099546460160
-
Sue Almy is speaking in favor of HB639
-
"deep in the weed(s)" pun from the next speaker; everyone groans
-
"baked into the brownie" pun
-
does anyone maybe feel like stirring the pot a bit and maybe shifting to some *different* weed puns?
-
This vote is the most emotional I've been since Spiderman broke up with his girlfriend Mary Jane (/j)
-
HB639 passes 272-109; guess you can call NH the land of High-rule now!
-
that's it for bills from the regular calendar; onto bills pulled from the consent calendar with HB269
-
pic from seatmate @Ellen4NH & I as we celebrate passage of HB639
-
.@Jodiknewell21 had her own delegate instruction bill, and she opposes this one (HB269), so I will follow her lead and oppose it as well
-
HB269 passes OTP/A 202-183; hopefully it won't actually be needed for anything, making it moot...
-
Next bill: HB445, relative to the operational funds of OPLC. If the cmte vote on this was 14-11, then how did this end up on the consent calendar in the first place?
-
HB445 is tabled 378-6; third reading motion time!
-
unanimous consent speeches now
-
props to this rep for being open with her struggles with alcoholism
-
.@HeathHowardNH has a unanimous consent speech against the RESTRICT Act now.
-
Speaker Packard compliments us on the budget we've passed, says it's the most bipartisan one he's seen in awhile. Adjourned now!
