-
a bit late for the House Session today; will be livetweeting from everything after the introduction of guests. Clerk is reading a resignation letter from a Representative. #NHPolitics
-
Benjamin T. Bartlett was the resigning rep, for reference
-
I've got a new seatmate: @HeathHowardNH! Not quite sure what happened to my previous seatmate...
-
Since we're in crossover now, we're now in the part of the year where we have to worry about merge conflicts with bills from the "other body" on the same topic of bills we already passed through this chamber
-
now up: Rep. Luneau speaking against SB77, another GOP attempt to give a handout to private schools
-
Rep. Ladd mentioned No Child Left Behind; boooo! He's trying to distinguish here between "manifest hardship placement" and the EFA things, which would be more convincing if the GOP weren't also trying to expand EFAs as well.
-
OTP on SB77 passes 187-183; looks like we have a number of absences today...
-
Next up is SB152, relative to New Hampshire workforce training programs. Rep. Belcher is trying to amend the bill to strip out the offshore wind training portions.
-
good grief this is some FUD about windmills
-
Rep. Ladd is now speaking against Rep. Belcher's amendment, so this is a GOP v. GOP debate
-
oh hey it's that glitch where results are displayed live again
-
Belcher Amendment is rejected 122-151; onto debate on the underlying bill
-
Oh, so there IS actually a motion to divide the question under Mason's Manual! I thought that was just a Robert's Rules thing; it was a motion that got used a lot during the previous DSA convention...
-
I'll have to read the RSA that Rep. Hoell was referencing, as there have been things I've wanted to divide the question on before, too... @nhhouseclerk can you remind me which one it was again?
-
motion to divide the question fails 118-255; *now* we're moving on to the underlying bill
-
Ref. for usage of the "divide the question" motion during the 2021 DSA convention: @cooljeanius/1421912605531254797
-
SB152 passes OTP 250-123; hooray for workforce training! Now @RepWilhelm moves to table SB155, relative to the adoption of SAU budgets.
-
Rep. Ladd is speaking in favor of the tabling motion; Alicia Lekas opposes it (GOP v. GOP debate)
-
SB155 is tabled 252-120; that's it for Education bills
-
next up is SCR1, affirming the general courts for NH's #FITN primary. Rep. Ammon is speaking in favor of it, so a number of members are using this opportunity to "take a walk"
-
what I'm wondering is, the body on the other side of the wall has a rule against taking up HCRs (House Concurrent Resolutions), so why don't we have a similar rule against SCRs (Senate Concurrent Resolutions) on this side of the wall?
-
We could have had chances to improve our state's diversity, but Republicans have generally opposed attempts to do so. I do want to stay #FITN, but we'd have a better chance of doing so if we'd taken the critiques about diversity more seriously.
-
Imagine if we'd elected a Black SoS; we'd have the "Why are you taking the #FITN primary away from being run by a Black SoS to give to a white one (SC's)?" argument available to us, but the GOP denied us that opportunity by electing Scanlan instead: @cooljeanius/1598488083552428033
-
my own diversity bill was HB64, for reference, but instead of expanding the Commission on Demographics' duties, the GOP voted to eliminate the Commission instead: @cooljeanius/1636430592915939328
-
Most GOP Reps voted against the bill to ban racial profiling earlier this term; if they'd really wanted to help keep NH's primary #FITN, they would have supported it: @cooljeanius/1636383399886848001
-
yeah the HB64 hearing was February 16th: @cooljeanius/1626254275994066949
-
Anyways SCR1 passed OTP 356-6; we're now onto bills from ED&A. Rep. Santonastaso is now speaking against SB149, relative to nurse agencies.
-
Now @CandaceforNH is also speaking against SB149; she is actually a nurse, so I trust her voice on this issue.
-
Yeah the real issue here is that we ought to be paying nurses more, but of course, this being New Hampshire, where paying for anything is verboten, that option is off the table here.
-
Rep. Osborne moves to table; I'll support this motion
-
just pay the increase in taxes so that nurses can be paid more; stop trying to cheap out on things
-
motion to table passes 199-173; that was ED&A's only bill today, so next is Fish & Game's bill: SB14, relative to the use of game cameras
-
I mentioned it earlier this morning: @cooljeanius/1654066276107427840
-
amendment 1520h is adopted on voice vote; now Rep. Hynes moves to table the underlying bill
-
SB14 passes OTPA on voice vote; everyone laughs as a baby cries
-
Next are the ST&E bills: first is SB52, relative to the regulation and operation of EV charging stations. Rep. Vose is speaking against an amendment to it.
-
vote on amendment 1401h results in a tie, 183-183, so it fails to be adopted. Onto debate on the underlying bill (SB52)
-
Now @thcormen is speaking in favor of SB52. Let's build more EV infrastructure!
-
Rep. Hoell is moving to table
-
motion to table SB52 fails 183-188; onto the OTP motion on it
-
Good PI from @WendyENThomas in favor of SB52!
-
SB52 passes OTP 187-184; doing the "reconsider and vote no" dance now to lock it in
-
Ok SB52 is locked in by a similar margin. Now we're on SB69, a nice bill on net metering. Rep. Berezhny is speaking against it.
-
Now speaking: @ChrisMunsforNH in favor of SB69. Let's go, net metering!
-
OTP on SB69 fails with a 186-186 tie; trying to table next
-
tabling motion succeeded 190-181, so SB69 is "saved" so that it can come back later
-
Next is SB79, another net-metering bill. Difference between this one and the previous one (SB69) is that that one was for nonprofits, while this one is for businesses
-
SB79 passes OTP 194-179; good to have at least ONE of the net-metering bills pass... personally I would have preferred it be the other one, but it's better than if neither had passed...
-
preference order: 1. both SB69 and SB79 pass 2. only SB69 passes 3. only SB79 passes 4. neither bill passes
-
Now up: SB167, relative to green hydrogen energy and infrastructure. @TonyNh is speaking in favor of it.
-
SB167 fails by a single vote (187-186); stuff going by quickly on voice votes now
-
GOP are trying to add language from HB31 to SB15 via an amendment
-
this was HB31, for reference: @cooljeanius/1633851202713665540
-
I think we managed to defeat that amendment? Anyways, third reading motion now
-
UNH is having an event on the State House lawn next
-
ah, we finally got some clarification about the National Anthem! "Special guest singer" means don't sing along; "is now leading us" means DO sing along
-
Unanimous Consent speech about Ukrainian refugees in Poland currently
-
next UC speech: SAU21 (Winnacunnet) now has an auditorium named after Renny Cushing
-
ok time to go
