New Hampshire House is in session today; the budget's been getting a lot of attention lately, but I'm not actually seeing it on our schedule for today? There're still plenty of other bills for today, tho, including SB132, the antisanctuary bill. Livetweeting as usual. #NHPolitics
-
I need a new strap for my briefcase; one of the clips won't stay attached on my current one...
-
"members take your seats please"
-
prayer: @AlexisSimpsonNH pledge: Jordan Ulery anthem: group of teens from Hudson
-
list of absences seems short today
-
Rep. Plamondon has been sworn in since we last met!
-
that's @Marc4Nashua btw
-
first bill of regular calendar: SB58. Rep. Hynes has a floor amendment.
-
SB58 has a long title; it's about arrests at health facilities. Removed from consent for amending purposes.
-
Hynes amendment fails 43-323; now Tom Mannion has a floor amendment. Rep. Roy is saying that this is meant to address a situation that arose during the assault that caused Rep. Adjutant to resign to focus on his health.
-
Rep. Mannion's floor amendment fails on a voice vote; committee recommendation of OTP/A on SB58 passes on voice vote
-
Next bill: SB213, relative to educational institution policies on social media. It changes the definition of "social media account" for educational purposes. Rep. Belcher is speaking against it.
-
So basically this allows LinkedIn to be used in school? Who was asking for this?
-
Rep. McDonnell is also speaking against this bill... some of these points are kind of fair, but I'm not hearing anything about #SoftwareFreedom being mentioned... wishing this bill had been on my radar sooner so I could've had time to analyze it more closely...
-
Now Rep. Ladd is speaking in favor of SB213, mentioning the credentialing aspects
-
I feel kinda skeptical about giving special legal carveouts to LinkedIn, but then again I haven't studied the bill too closely, so I'll defer to my colleagues on the Education Committee and trust that they've done their homework on this...
-
(this is why we have committees, after all, for division-of-labor purposes...)
-
yeah these "employers are requesting it" & "it's industry-standard" arguments aren't very convincing to me, I'd want to hear from students & job-seekers instead, about whether *they* want it or not... there are lots of bad things that employers want and that are industry-standard
-
SB213 passes OTP/A 201-175; onto SB70, relative to the establishment of an online election information portal, which passes on voice vote
-
Next: SB61, relative to surface water setbacks for landfills. This seems to be another entry in the whole #SaveForestLake saga
-
btw, since LinkedIn came up previously, here's my profile on it: linkedin.com/in/eric-gallager-44118a34 (I don't think I've really used the whole credentialing features that were being discussed; haven't really updated it in awhile...)
-
Committee Amendment to SB61 is adopted; now there are floor amendments
-
Rep. Potenza is speaking in favor of her floor amendment to SB61; she's attacking bureaucrats. Reminder that bureaucrats are people and citizens, too; my father is one, for instance
-
Wait so @WendyENThomas is in favor of this amendment, too, so it's bipartisan... now I'm uncertain...
-
Yeah, I didn't find Rep. Potenza's speech very convincing, but this speech by Rep. Thomas is persuading me to support this amendment. Water safety issues are kind of her area of expertise, after all...
-
Now speaking: Rep. Germana in favor of this amendment to SB61; he also wrote this on the topic: @mike_t_wright/1666600262851493890
-
Now speaking: Judy Aron speaking against this amendment (2167h) to SB61
-
roll-calling is probably going to backfire on this...
-
amendment 2167h fails 162-226; onto debate on the underlying bill (as amended by the committee amendment, which was the one before this one)
-
Rep. Verville now saying something about "greenies" (which I guess he's using to refer to environmentalists?)
-
Now speaking: Rep. Bixby speaking about how the committee amendment has made SB61 better
-
SB61 passes OTP/A 236-132; now @LWMcV moves to remove SB149 (relative to nurse agencies) from the table
-
Sounds like Rep. Moulton has changed her position on the bill; now she's in favor of it: @cooljeanius/1654130324606185476
-
Again, I believe in listening to the actual nurses on this topic, so if Rep. Moulton is now in favor of it, then so am I. Motion to remove SB149 from the table passes 190-188
-
Now speaking: @cwgrassie speaking in favor of SB149
-
SB149 is meant to end nurses double-booking themselves... I wouldn't go so far as to call the practice "extortion", because by that logic, a bunch of other labor tactics (such as striking, etc.) would also be "extortion", but I'll at least agree that it's rather dishonest...
-
yeah this was kind of a tough one, because on the one hand, I want to take the side of labor whenever there's a labor/management dispute, but OTOH, I also want to see government-run enterprises such as county nursing homes succeed, so... well, I ended up voting for it.
-
SB149 ended up passing 191-187
-
Now up: SB172. Rep. Lynn is trying to attach the text of HB117 to it via an amendment, which apparently failed on the other side of the wall, and would end the "good-cause" requirement for evictions. It's a bad amendment; having a "good-cause" requirement is good.
-
We should be treating housing as a human right instead of as a profit-making opportunity for landlords. Evictions make people lose housing; GOP trying to portray evictions as pro-housing is absurd.
-
The way we fix our housing crisis is by building more housing, not by evicting tenants to make more room.
-
Good to hear Rep. Maggiore is correcting his previous vote in favor of ending the "good-cause" requirement for evictions!
-
Lynn amendment fails 185-188; yay! We protected tenants! Bill as a whole passes on voice vote.
-
anyways we're on lunch break now
-
k back from lunch; Senate has sent the budget back to us... voting on concurrence now. Rep. Sweeney had a brief speech in favor, and now it looks like we're voting
-
aaaahhhh I needed more time to decide
-
Senate changes to HB1 are concurred to 351-25, now onto HB2
-
Now Rep. Pearson(?) is speaking about the retirement system changes; this will be a sticking point for many
-
A Rep. is now moving to table
-
these are actually some fair points in favor of tabling; I would like more time to consider, but we might not have that time, though, so I guess I'm a "no" on tabling after all
-
tabling motion failed by... well, I missed the margin; now Dan McGuire is offering his perspective on the retirement benefits part
-
I wish we could motion to "divide the question" on these Senate changes, but have been informed that apparently that's not possible...
-
I am hoping very much that @SenJeb is actually serious about reaching a deal this summer: @annmarietimmins/1666857407560003604
-
Rep. Prout opposes concurrence with Senate changes to HB2, Rep. Wallner supports concurrence
-
Now Rep. Laurie Sanborn is speaking in favor of concurrence with Senate changes on HB2
-
Speech I have found most convincing in this part of the debate has been Rep. Wallner's
-
I will be voting to concur, but totally understand if people want to vote against concurrence due to the retirement changes or the northern border stuff
-
Senate changes to HB2 are concurred to 326-53... which, yeah, is cool, but I don't really think is worth applauding ourselves over; acting self-congratulatory like that is a bad look
-
back to the regular calendar now with SB42, relative to overpayment of unemployment compensation. There's a floor amendment, 1799h
-
Now Rep. Brian Sullivan is speaking against the amendment, on the grounds that it guts the bill
-
missed the name of this Rep. who's currently speaking in favor of the amendment; I should know it since he often speaks on labor bills, but I'm just blanking currently...
-
right it's Rep. Infantine
-
amendment fails 186-187, onto the vote on the underlying bill (SB42)
-
Rep. Infantine is now speaking against SB42, since the amendment to it didn't pass
-
Rep. Brian Sullivan is now speaking in favor of SB42
-
SB42 passes OTP 196-178
-
Next is SB193, relative to the obligation of collective bargaining units to negotiate in good faith
-
SB193 passes 200-171 (I'm kinda fading here; apologies for decrease in descriptiveness)
-
onto bills from my committee with SB110
-
hearing on it: @cooljeanius/1649062663027146753
-
Rep. Preece is correct that this bill is bipartisan, or at least it was on the other side of the wall: @cooljeanius/1649064495157747712
-
executive session on it: @cooljeanius/1656320809336553472
-
(amendment didn't get adopted, nor did it come to the floor, so we're voting on it unamended)
-
SB110 passes OTP 190-180; time for the controversial anti-sanctuary bill next (SB132)
-
Rep. Stavis moves to table SB132
-
SB132 is tabled 203-168; phew!
-
Now up: SB60, a water quality bill that Rep. Hynes is trying to attach marijuana legalization to as an amendment
-
amendment is rejected on voice vote, bill (SB60) passes on voice vote
-
Next bill: SB160, about OHRVs
-
this is another bill that Rep. Hynes removed from consent to try to attach an unrelated amendment to
-
amendment to SB160 fails on voice vote; bill as a whole passes on voice vote
-
oh hey the special committee on childcare actually got to send a bill to us! Maybe the special committee on housing will also get to handle some bills of its own now, too!
-
SB94 (childcare bill) passes 329-34
-
SB118, requiring car seats for kids under 2, is on now. I remember last term's iteration of the bill getting weirdly controversial
-
yeah Erica Layon is like one of the last people I'd listen to on the safe operation of motor vehicles
-
Erica Layon: "I have 2 cars!" ...ok which of them did you get pulled over for DUI in again?
-
last term's version of this bill was HB251: @cooljeanius/1380589651870818305
-
hopefully debate will go quicker on this topic than it did in 2021: @cooljeanius/1380603087585415169
-
(note that back in 2021 I hadn't established certain livetweeting conventions yet, such as leaving off the "FN" since that never actually disambiguates anything, and only including the #NHPolitics hashtag at the start of the threads)
-
Now speaking: @CathRombeauNH in favor of car seats for small children: @LauraTelerski/1666888904190877700
-
SB118 passes 192-173; next is SB256, establishing a safety program for OHRVs
-
current GOP speaker against SB256 opposes it because he says it's "no fun"... yeah you know what else is no fun? Dying or getting seriously injured because you were doing something unsafe
-
In Tears of the Kingdom, I can build a virtual OHRV without the need for safety training. People who think this bill infringes on their fun should look into safer virtual options, which won't be affected, and are more fun in the first place anyways
-
if OHRV operation only affected the people operating them, then yeah I could be convinced that this bill is an overreach, but that's not the case. People operating OHRVs unsafely put others at risk as well. Share the trails with hikers! As a hiker, I hate when OHRVs go by
-
SB256 passes 186-179
-
ok we're done with bills from the regular calendar now; onto bills pulled from consent
-
motion to table CACR9 passes on voice vote
-
third reading motion!
-
these golf fundraiser promos are kinda cringe
-
apparently Steve Pearson was the first responder when Candace Moulton got in a car accident; small state!
-
Now @TimothyHorrigan has a speech about Elizabeth Gurley Flynn
-
Now speaking: @mariapz1974 about disappointment with the state budget
-
ok adjourned
