NH House will be taking up concurrences and accedences today for bills that we passed that the "body on the other side of the wall" has since modified and sent back to us. These are usually relatively uncontroversial, except in certain cases. Livetweeting. #NHPolitics
-
Rep. Steve Smith is gaveling us in today... where is Speaker Packard?
-
prayer: Pastor Bob pledge: Dan McGuire(?) anthem: someone from Windham? Missed if it was "Olivia" or "Elizabeth"
-
big applause for today's anthem singer! (btw I may have gotten the pledge leader wrong, as I didn't think the McGuire's were from Merrimack...)
-
ah, *there's* Speaker Packard... he's still letting Deputy Speaker Smith preside, though
-
current bill: HB584, a crypto bill. I thought I'd tweeted about this one previously, but I can't seem to find it currently?
-
ah, @andrewsylvia beat me to getting this rep's name down (Chris Herbert): @andrewsylvia/1669348048735211521
-
yeah the crypto scene has changed a lot since this bill was last before us...
-
like, it's always been bad, but now we have even more evidence of it from high-profile crypto business collapses
-
HB584 changes are concurred to on voice vote; onto HB46
-
HB46 was originally a bail reform study committee, but the "other body" tried tacking on some unrelated labor legislation to it... which we just refused to concur to on voice vote
-
missed recording some voice votes; current bill: HB315
-
HB315 changes are concurred to on voice vote; next: HB349, from Education
-
Next: HB492 concurred to on voice vote
-
HB244 concurred to on voice vote
-
HB337 concurred to on voice vote
-
HB384, the legislative parking garage bill, was rumored to have been a candidate for turning into a "Christmas Tree" / "Kitchen Sink" bill, but it looks like it didn't actually? Concurred to on voice vote
-
ah, going back to HB584, turns out I only posted about it on Mastodon previously: social.treehouse.systems/@egallager/110062884041764211
-
oh hey it's the "results being displayed live" glitch again
-
HB308 changes concurred to 271-98
-
ah, HB75 will see some debate
-
HB75 was originally about competitive bidding, but has since been replaced with the text of the Strafford County Commissioner's gerrymandering bill, HB270
-
original HB75 hearing: @cooljeanius/1613256832352456707
-
Rep. Turcotte is lying when he says it was "inadvertently" retained; we retained it very intentionally
-
So yeah this is happening: @cooljeanius/1665727433012654086
-
"retain" vote on HB270 was a bipartisan 11-9: @cooljeanius/1625898683479863303
-
good PI from @cwgrassie!
-
Exec session on the original HB75, which has since been replaced with the text of HB270: @cooljeanius/1616110844038856709
-
Yesss concur motion defeated 185-188! Another attempt at gerrymandering of Strafford County foiled!
-
uh oh, procedural mess incoming
-
both concur & non-concur fail by same 185-188 margin; next motion is to table
-
tabling motion *also* fails (186-188); next motion is to request Committee of Conference
-
Dang it, req. for CofC passes 188-186, and there will only be 1 Dem representing the House position on the CofC, so, looks like Strafford County will get gerrymandered commissioner districts after all... (all the GOP Reps named to the CofC supported HB270)
-
next bill: HB83: @cooljeanius/1613261741374472192
-
exec session on it: @cooljeanius/1618271343098892288
-
originally passed on the consent calendar: @cooljeanius/1618272653147799555
-
HB83 changes are concurred to, as are changes to HB25
-
HB139 (re: hydrogen) concurred to
-
now: HB251. Ned Raynolds speaking against
-
I think he's @nedr64?
-
previous debate on HB251: @cooljeanius/1633957558892339200
-
original vote on it: @cooljeanius/1633960680880570371
-
Rep. Vose now speaking in favor of concurrence with changes to HB251
-
"concur" motion on HB251 fails 185-189
-
corresponding non-concur motion on HB251 passes 189-186
-
Next bill: HB275... we're jumping around a bit here; going back to Education now, instead of keeping all the bills grouped by committee like usual
-
Motion for CofC on HB275 passes 363-12
-
Next bill: HB315, which is apparently where the legislation ending the "gay panic defense" currently lives
-
Last term the bill was HB238, which apparently died after it passed out of our chamber: @cooljeanius/1545600732614823936
-
this is one wild hypothetical
-
.@ShaunFiliault using his PI to list other states that have passed similar legislation
-
motion to request CofC on HB315 passes, uh... I think the margin was something like 199-175?
-
Next bill is HB610, which @JdmMeuse characterizes as having become a "Christmas Tree dumpster fire"
-
sounds like the "other body" is trying to use this as a vehicle for messing with bail reform (bill originally had to do with therapeutic cannabis)
-
Sounds like Rep. Layon and Rep. Meuse agree that the changes from the "other body" were bad, but they disagree about whether a CofC can fix it or not?
-
Req for CofC on HB610 passes 194-175; lunch break now
-
be back at 1:30
-
had lunch with @HousePCNH; back in Reps Hall now
-
ok returning to concurrences etc. now
-
ok here we go with the playground accessibility bill; I hear this one will be controversial
-
apparently @Katelyn4NH (prime sponsor, speaking now) has organized 8 Republicans to speak against Rep. Turcotte's motion to non-concur and request a CofC
-
this is HB467 for reference
-
hearing before my committee on HB467: @cooljeanius/1623375407192936462
-
exec session on HB467: @cooljeanius/1625932732004958230
-
full House vote on HB467: @cooljeanius/1633945588105465857
-
on 3rd speaker against Rep. Turcotte's motion... actually make that 4th (waves off)
-
now Rep. Turcotte is speaking in defense of his motion to non-concur and request a committee of conference
-
thank you Rep. Turcotte for reminding of us of all the bad votes the House has taken this term to kill good housing bills that would have helped people
-
anyone who uses the "caveat emptor" argument is a bad person
-
Now speaking: @BillBoydIII in opposition to Rep. Turcotte's motion (he'd be 5 of 8, but 4 waved off, so...)
-
6 of 8: Rep. DeSimone
-
yeah I think Rep. Turcotte underestimated how many Reps are disabled ourselves (due to being elderly, or wounded veterans, or something)
-
ok I think that's it for the Republicans; now David Preece is giving the Dem side of the argument for opposing non-concurrence
-
still can't remember his handle on here, btw: @cooljeanius/1666069787489779712
-
Rep. Pauer is now speaking in support Rep. Turcotte's motion; claims bill is an unfunded mandate, which... it isn't? Municipalities don't *have* to build playgrounds; this bill just says that if they *do* decide to build one, it should be accessible
-
if this were actually an unfunded mandate, the Municipal Association would have opposed it, but... they didn't. If they're on board, don't claim to know better than them. @cooljeanius/1623383678716968961
-
I might find some of these arguments to be more convincing if I didn't suspect Rep. Pauer were making them in bad faith; Republicans are only pretending to care about the environment here to try to drive a wedge between environmentalists and disability rights advocates
-
Gaby Grossman does the PI against the motion; Rep. Pauer does the PI for it
-
I think Rep. Grossman's handle might be @NHobamama?
-
motion fails 161-199; now @Katelyn4NH moves to concur instead, which passes on voice vote
-
Next bill: HB281 from ST&E, which looks like it has become an omnibus. @KatMcGhee4NH is speaking against concurrence, characterizing it as a "Frankenstein" and "monster bill"
-
(and I just remembered why I'm not taking pictures of speakers as much this term; my seat is too far back...)
-
Michael Vose spoke in favor of concurring on HB281; time to vote on it now
-
PI against concurrence: @thcormen
-
concurrence on HB281 fails 176-180; now Rep. Vose is trying for a CofC
-
CofC motion for HB281 passes 179-178; that's it for concurrences, I think, so now we're onto accedences to requests for CofC from the "other body"
-
these are all going by quickly on voice vote (too quickly for me to tweet about)
-
current bill: SB203, which Carol McGuire says to just let die
-
more accedences going by quickly on voice vote
-
ok here's the 3rd reading motion
-
Rep. Janvrin now has a unanimous consent speech thanking people for their comfort in the aftermath of the loss of his son
-
His handle is @ikebub if you'd like to add your own condolences: @ikebub/1665473794260054016
-
Now speaking: Nick Germana with a unanimous consent speech on civility and in opposition to political violence
-
Now @LathaMangipudi has a unanimous consent speech in recognition of International Yoga Day (Jun. 21)
-
apparently @narendramodi will be in the US for this year's International Yoga Day
-
Rep. Schuett has a poem to read in recognition of Flag Day
-
adjourned now; next session is scheduled for June 29th
