@LeahCushmanNH @NHHouseDems sometimes opposition to bills is just due to implementation details, not the gen. principle. I can't say for certain if that's what happened here, but my guess'd be that if this was indeed a resubmitted bill from a prev. term, that it musta received the work it needed since then.
