                                                                                                                                        at first I did a double-take at the way the party lines fall on this one (recycling is good, isn't it?), but I think I get what's going on now: Republicans are trying to spread FUD about the reliability of solar panels to get people to avoid them.

                                                                                                                                          that decorum rule against "attributing intent" is a real pain; a lot of these debates make no sense unless you can do so. Legislators are experts at writing bills that don't actually say anything about what they're trying to do with them.
